Chocolate Crumble Bars

I had chocolate crumble bars for the first time when we came to the Philippines and lived in the dorm.
Trying to help me provide yummy desserts for a houseful of guys, our cook suggested these. Thank you Tita!

After tasting them, I wondered if I'd been asleep for years or something -- how had I missed these delicious bars?
They are full of chocolatey goodness & have a delightful crumble topping.
You won't be disappointed :)

Mix together:
1 1/2 cup flour
1 tsp. cream of tartar
1/2 tsp. baking soda
1/2 tsp. salt
3/4 cup packed brown sugar

Then, blend in:
1/2 cup butter
1 egg
1/2 tsp. vanilla
Press 3/4 of the above mixture into an 8 x 8 inch pan.

Melt together over low heat:
3 T. cocoa
1/2 tsp. vanilla
1 1/2 cups powdered sugar
3 T. evaporated milk
3 T. butter
Pour over pressed mixture in pan and sprinkle remaining crumbs on top.
Bake at 375 degrees for 25 - 30 minutes.
